About Transition Network Facilitator
The Transition Network Facilitator (TNF) is a contracted position funded though Oregon Department of Education and Vocational Rehabilitation. This position was created to provide Technical Assistance to districts teachers, and other professionals working with transition-aged youth.
Goals of the transition technical assistance network include:
- Helping school districts recognize and understand the Executive Order 15-01focusing on successful transition to employment and/or education;
- Offering technical assistance and curricular support to educators working with transition aged students (14-21);
- Establishing relationships with community partners with the end goal of supporting collaboration between these agencies and schools;
- Providing training and professional development for educators (policy, systems change, provision of transition services).

Transition Technical Assistance Network
The Transition Technical Assistance Network (TTAN) was created to support the Governor’s Executive Order (No. 15-01) which focuses, among other things, the provision of seamless transition services for youth experiencing Developmental of Intellectual Disabilities.
The position has increased to full time with the support of funding through Vocational Rehabilitation. The reason for this addition is to support Vocational Rehabilitation’s implementation of the Workforce Investment Opportunity Act (WIOA) which, among other mandates, requires a stronger collaboration between schools and Vocational Rehabilitation in the provision of Pre-Employment Transition Services (PETS).
The purpose of the TNF positions across the state is to further improve Oregon’s systems of designing and delivering seamless transition services to those individuals experiencing disabilities by providing technical assistance, training, resources, and support to districts requesting it.
Some of the goals of the transition technical assistance network include:
- Helping school districts recognize and understand the outcomes of the Executive Order 15-01, specifically focusing on successful transition to employment and/or education;
- Offering technical assistance to educators for students with disabilities who are of transition age;
- Establishing relationships with community partners such as Vocational Rehabilitation, Community Developmental Disability Programs, Support Service Brokerages, service providers, local Employment First leadership teams, family advocacy programs, etc.; and
- Implementing training and professional development for educators on policy and systems change.
